C.S.D. would certainly support any arrangement that

would result in the expatriate civil servant getting

a square deal, and, if the Finance Branch and Treasury

raise no objection to Governments guaranteeing a

fixed rate of exchange at $16 to the pound for the

purposes of the following payments,

(a) pensions payable outside Hong Kong,

(b) leave salary in respect of leave taken outside

Hong Kong,

(c) remittances to the United Kingdom.

- C.S.D. would, of course, see no grounds for

opposing it.
